DIGIHEALTHDAY-2023 GLOBAL REPORT
ON NOVEMBER 9-10, 2023, the Fourth Edition of the International Scientific Symposium, DigiHealthDay-2023 took place, hosted by the European Campus Rottal-Inn of Deggendorf Institute of Technology, in collaboration with its DONORS and SPONSORS: City of Pfarrkirchen, Sparkasse Rottal-Inn, MPP Labs and Jacob Yangyuoru; NGO PARTNERS – Bavarian State Ministry of Health and Care (StMGP), Healthcare Information and Management Systems Society (HIMSS), International Society for Telemedicine & eHealth (ISfTeH), Consortium of Educational Institutions in Digital Health (CONEDIG), International Medical Informatics Association (IMIA), European Federation for Medical Informatics (EFMI), German Society of Digital Medicine (DGDM), German Telemedicine Society (DGTelemed), Deutsche Gesellschaft für Gesundheitstelematik (DGG), Bavarian Telemedicine Alliance (BTA), Medical Valley EMN e.V., Armenian Association of Digital Health (AADH); ACADEMIA PARTNERS – Russian-Armenian University (RAU) in Yerevan, and National Healthcare University of Ukraine (NHU) in Kyiv; the MEDIA PARTNERDigital Health News.eu; the PARTNER EVENT Munich Digital Health Summit; and the District Rottal-Inn.
FOR THE FIRST TIME IN THE HISTORY of Deggendorf Institute of Technology (DIT, Germany), an exclusive Blended Intensive Program (BIP) on Artificial Intelligence and Machine Learning for Health, was introduced as a DigiHealthDay pre-event activity. This innovative program titled “DigiHealth‐AI: Practice, Research, Ethics, and Regulation”, was organized by DIT in collaboration with partners from four European nations: University of Agder (UiA, Norway), Luleå Technical University (LTU, Sweden), AI Sweden, Czech Technical University (CTU, Czechia), and Technical University of Catalonia (UPC, Spain) with support from the European Union's ERASMUS+ program. From November 4th to 10th, European Campus Rottal-Inn, Pfarrkirchen was transformed into a hub for a unique educational and learning experience to all the BIP students and staffs alike.
DIT-ECRI, HOME TO Master of Digital Health (MDH), its signature I3-program (Innovative, Interdisciplinary, International) is tasked with an important mission of capacity building and knowledge transfer in International Digital Health Academia, and DigiHealthDay, with its pre-event workshop series, International Symposium, and the new BIP initiative, highlights this educational commitment, envisioned to make campions through education, innovation, and collaboration.
THIS YEAR, DigiHealthDay garnered an impressive 1,323 registrations from 105 nations around the world and brought together more than 450 people onsite and online through the streaming platforms Zoom and YouTube, including 15keynote speakers, prominent leaders, experts, students, visionaries, policy makes, and Digital Health enthusiasts, to reflect, participate, learn, question, contribute, and converse on contemporary issues in Digital Health, thereby firmly establishing DigiHealthDay as the premier platform for Digital Health research, education, and networking.
THE TWO-DAY ACTION-FILLED conference wrapped together three Plenary Sessions, three Parallel Sessions, and a Panel Discussion, and topped off with an after-event Reception – the ‘DigiHealthNight’.
EVENTS ON THE 9th began with an exclusive Workshop on Global Digital Health Policy and Strategy Development by Prof. Rajendra Pratap Gupta and following it, in the afternoon was the pre-event Virtual Plenary with keynotes by international renowned speakers: Prof. Bernd Blobel (Germany), Keyrellous Adib (WHO EURO, Denmark), Prof. Henrique Martins (Portugal), Prof. Anne Snowdon of HIMSS Analytics (Canada), Mr. Chenchao Liu (Germany, China), Artur Olesch (Germany, Poland), and Dr. Harvey Castro (USA).
THE INTERNATIONAL SYMPOSIUM on the 10th commenced with the Opening Addresses by Prof. Georgi Chaltikyan (Organizing Committee Chair); Mr. Wolfgang Beißmann, the Mayor of Pfarrkirchen; Prof. Horst Kunhardt, the Scientific Chair of DHD, Vice-President of DIT and Founding Director of ECRI; and Prof. Dipak Kalra, the Invited International Chair of DHD. An inspiring Welcome Addresses preceded the afternoon plenary, featuring Dr. Georg Muenzenrieder, Head of Division for fundamental issues of digitalization in health and care, Bavarian State Ministry for Health and Care; Dr. David Novillo Ortiz, Head of Data and Digital Health, World Health Organization, Regional Office for Europe; Prof. Yunkap Kwankam, the Executive Director of the ISfTeH; Dr. Lars Lindsköld, Institution Member Officer, European Federation for Medical Informatics; and Dr. Stephan Schug, President, Deutsche Gesellschaft für Gesundheitstelematik.
THE RARE OPPORTUNITY for onsite attendees to engage directly with world's FOREMOST EXPERTS, including Prof. Dipak Kalra, Prof. Rajendra Pratap Gupta, Dr. Georg Muenzenrieder, Ms. Pilar Hermida, Dr. Stephan Schug, Prof. Miklós Szócska, Prof. Lars Lindsköld, Ms. Birgit Bauer, Mr. Philippe Gerwill, Dr. Justus Wolff, Dmitry Etin was immensely valued. Participants had the unique opportunity to hear from these luminaries, interact with them, and even explore possibilities for future collaborative projects. This experience was particularly impactful for Digital Health students and young professionals at DIT-ECRI, many of whom were experiencing their first live interaction with the Global Digital Health Community.
IN THEIR TURN, the speakers and guests were highly impressed by the youthful, diverse, vibrant and dynamic, and most importantly, warm and welcoming nature of the DigiHealth Family in Pfarrkirchen. They universally praised the community as one of the most committed, attractive, inspiring, and invigorating groups of Future Digital Health Leaders they have encountered. This year the onsite joining the DigiHealth Family were also attendee from the BIP, making the DigiHealth Family experience even deeper and broader.
UNDOUBTEDLY, the highlight of the day's informative and inspiring program was the Panel Discussion titled “Digital Health Data at the Forefront: addressing ethical, inequality and privacy hurdles” expertly moderated by Dmitry Etin, this dynamic and engaging panel captivated the audience and gave the participants a 360-degree experience.
THIS YEAR, the DigiHealth Family experience was further enriched and expanded by the inclusion of the 50 students from the Blended Intensive Program who joined the event onsite together with more than 250 fellow attendees, including staff, and organizers. Their presence added new dimensions and depth to the DigiHealth Family spirit.
AN IMPORTANT HIGHLIGHT was the contribution of a delegation from the National Healthcare University in Kyiv, Ukraine, guided by Prof. Ozar Mintser, an Eastern European pioneer in Medical Informatics. In these uncertain times, the delegation made a journey from Kyiv to Pfarrkirchen, marking their second participation in the DigiHealthDay.
PRESENT FOR THE FIRST TIME were also students and staff from the Russian-Armenian University in Yerevan, Armenia that features the Double-Degree counterpart of DIT-ECRI’s Master of Digital Health (MDH), powered by Erasmus+ Mobility Grant allowing not only students and staff from Armenia to visit DIT-ECRI with either short-term, or semester-long stays, but also students from Germany spending a semester in Armenia for an internship (not formally available at DIT-ECRI) in the country’s young but rapidly developing Digital Health sector.
THE NUMEROUS HEARTFELT TESTIMONIALS of the speakers and participants stand witness to the event’s remarkable triumph. Most importantly, the blending of education and learning with family sentiments was a standout experience for most. DigiHealthNight, the post-event networking reception, marked a memorable end to the two-day gathering, set against a backdrop of inviting music. The DigiHealth community came together to network and celebrate, enjoying refreshments and music in a pleasant atmosphere, adding to the famous boutique feeling of the DigiHealthDay.

Last week, a select group of healthtech shakers and breakers headed to a remote place in Bavaria, Pfarrkirchen. The epicentre was the Deggendorf Institute of Technology campus. The magnet was the DigiHealthDay (DHD). Prof. Georgi, the force of nature that brought us together. Away from flashing lights and tsunami-size conferences, DHD felt boutique. Not because of bling, but because it lets shine what matters the most: People. Digitalhealth is about humans helping humans, powered by technology. Thanks for your reminder.

The faculty European Campus Rottal-Inn is a semi-autonomous branch of the Deggendorf Institute of Technology (abbreviated to DIT. In German the DIT is titled THD – Technische Hochschule Deggendorf, a university of applied sciences in Bavaria). ECRI was established in 2015 as a cross-disciplinary educational institution preparing multilingual, global graduates for international careers in applied healthcare and technical sciences. ECRI offers two full-time study programs in the field of Healthcare Information and Communication Technologies: Bachelor of Health Informatics, and Master of Medical Informatics, both taught in English, targeting not only local but primarily international students.
ECRI is located in the district centre Pfarrkirchen, in the region of Lower Bavaria (South-East of Germany). It is a charming touristic town, nestled among rolling, picturesque hills, close to the Austrian border and only one hour’s drive away from Deggendorf. Attractive cities nearby are Salzburg, Regensburg and Passau, and Munich is just a 90-minute drive away. The proximity to Austria and the Czech Republic puts the district in the heart of Europe. Pfarrkirchen has excellent school and education facilities, and offers many leisure activities. In the recent years Pfarrkirchen has become culturally renowned in the area due to its exceptional art exhibitions, museum nights and numerous festivals and events throughout the year. In the summer, the old town festival tempts thousands of visitors with its multicultural culinary and musical events.
The Deggendorf Institute of Technology (DIT) strives for academic excellence and ranks among the best universities of applied sciences in Germany. Founded in 1994, it is a young, modern and excellently equipped university offering relevant and practical courses set in a friendly, relaxed and safe environment. DIT supports its students with many facilities, such as student clubs, a sports programme, an international office, career services and child care centre. (DGDM) is a professional society dedicated to the promotion of science, research, and teaching in the field of Digital Medicine and its development as a future-oriented medical specialty. The DGDM promotes scientifically based education and training in studies and clinical practice in the form of scientific programs, events, and information in the field of Digital Medicine. It participates in health policy discussions. The Society pursues its goals especially by uniting scientists and physicians working in the field of Digital Medicine, as well as medical students, trainees, and members of non-physician healthcare professions who have a practical or scientific interest in Digital Medicine. The DGDM was founded in November 2020 and is registered as an association with headquarters in Berlin.
German Telemedicine Society (DGTelemed) is a national association to promote, to disseminate, to market and to publish modern innovative developments, solutions and products in telemedicine. DGTelemed is a forum of communication, discussion and lobbying for telemedicine in Germany and Europe.
Deutsche Gesellschaft für Gesundheitstelematik (DGG) is a long-standing Digital Health Association speeding up the development and meaningful routine use of eHealth, Telemedicine and Digital Health services in Germany and Europe. DGG is the ISfTeH National member for Germany. Through a rich collaboration network (e.g. in HIMSS sphere), DGG supports mutual learnings with a global perspective. As organisation and through its members, DGG has made vital contributions for building the European EHR and cross-border ecosystem. DGG advocates digitally enabled integrated person centred care and thus cross-sectorial and decentralised/localised health and social care. DGG Interop Council representatives support consensus finding on clinically oriented Health-IT architectures, standards and profiles. DGG partners in dialogues on EHDS, telehealth etc. are German legislators and implementers on Federal and State level, gematik (National Agency for Digital Medicine), Medical Informatics Initiative (MII/TMF - HealthData@EU).
Bavarian Telemedicine Alliance (BTA) is an interdisciplinary network interface in the field of medical telematics which provides solutions, concrete insights and help for the practice of patient care in clinics and doctor’s offices. Topics are future regulations and standardization, technology options and infrastructures, new social and political framework conditions as well as pricing and financing forms for new telematics services. To realise these goals the BTA deals multidimensionally and beyond the blockades of current disputes with physicians, hospitals, pharmacies and other allied health professions.
The BTA was established in Ingolstadt, May 2012. It is a nationwide contact for all activities in the field of telemedicine, eHealth and health telematics. As a neutral competence platform, the BTA initiates, coordinates and networks telemedical projects in Bavaria, and is an information and support centre for the healthcare system and its patients. The BTA brings diverse telemedical approaches to the public and increases the level of awareness and acceptance of digitally supported health care.
Medical Valley EMN e.V. is a leading international cluster in the field of healthcare management. Highly specialized research institutions, internationally leading and at the same time many emerging companies are active here. These companies cooperate closely with world-renowned health research institutions in the cluster in order to find solutions for the challenges of healthcare of today and tomorrow. After being named a national Leading-Edge Cluster in 2010 by the German Federal Ministry of Education and Research (BMBF), Medical Valley was declared one of 12 national "Digital Hubs" by the German Federal Ministry of Economics in 2017. The Universitat Politecnica de Catalunya · BarcelonaTech (UPC) is a public institution of higher education and research that specialises in science, engineering and architecture.
The UPC is the technical university with the highest percentage of doctoral-level graduates in Spain. lt has 8 campuses, 20 schools and 30 departments. lt teaches 66 bachelor's degrees, 81 master's degrees and 45 doctoral degrees.
Every year the UPC receives a great number of international students. During the 2019-2020 academic year, there were 1,314 incoming students from exchange programmes. Most of them came through the Erasmus programme, although a significant percentage carne as a result of mobility agreements with South American universities.
There are also a great number of international students enrolled at the UPC as regular students (4.158 students in the 2020-2021 academic year). Shupyk National Healthcare University of Ukraine (Shupyk NHU of Ukraine) is the national leader in higher and postgraduate education, continuing professional development for medical doctors and pharmacists with a history of over 100 years.
Shupyk NHU of Ukraine is constantly expanding cooperation in the field of education and science. Shupyk National Medical Academy of Postgraduate Education (the name of the institution at that time) became collective member of the International Personnel Academy of UNESCO (2001), a member of the European Academy of Natural Sciences (2008), a member of the European Association of Medical Education (2011).
